A lot of attention in the master plan is paid to the greening of the city, the formation of healthy living conditions, work and recreation for Kiev residents. Industrial enterprises that violate the sanitary regime of residential areas will be gradually moved to other areas. Construction in the city is limited; it will be carried out mainly in suburban areas, conveniently connected to Kiev by electrified railways and road transport.
During the years of Soviet power, and especially in the post-war period, Kiev was decorated with magnificent monuments that perpetuate in the memory of generations of outstanding historical figures and significant events. In March 1939, a monument to T. G. Shevchenko, made by sculptor M. G. Manizer, was unveiled in the park opposite the university. In 1946, a monument to the organizer of the Communist Party, Vladimir Ilyich Lenin, was unveiled at the beginning of Shevchenko Boulevard. The sculpture of V. I. Lenin made of red granite was made by S. D. Merkurov. The great leader is depicted at the moment when he addresses the people with a speech.
The monument to N. F. Vatutin, opened on his grave in the Soviet Park in January 1948, is noted for its significant artistic qualities. Sculptor E. V. Vuchetich created a vivid image of the Soviet commander, whose name is closely associated with the heroic struggle of the Red Army for the liberation of Kiev from the Nazi invaders.
The monument to the hero of the Civil War N. A. Shchors, installed at the intersection of Shevchenko Boulevard and Komintern Street, is marked by the lightness of the silhouette and elegant proportions. The monument was created by sculptors V. Borodai, N. Lysenko and N. Sukhodol.
In 1956, a monument to the great Ukrainian revolutionary writer Ivan Franko was unveiled in the square near the I. Franko Theater. The bronze bust of the writer, made by sculptors A. Belostotsky and A. Suprun, reproduces the image of a man at a time of deep reflection on the fate of his people. The writer's vigorously clenched left hand emphasizes inner strength, steadfastness and determination in the struggle for the happiness of mankind.
In 1962, a monument to the great Russian poet A. S. Pushkin, created by sculptor A. A. Kovalev, was opened. The short inscription on the pedestal "To Pushkin - the Ukrainian people" emphasizes that this monument is a tribute to the friendship of the Ukrainian and Russian peoples.
Among the monuments of Kiev, the monument of Eternal Glory, created in the form of an architectural and park ensemble, where generals and officers of the Soviet Army who died in the Great Patriotic War are buried, is of particular importance. This necropolis was built according to the project of architects A. N. Miletsky, V. V. Baklanov, V. I. Novikov and sculptor I. G. Pershudchev. On the fortieth anniversary of the October Socialist Revolution, a granite obelisk was erected over the grave of the unknown soldier and an Eternal Flame was lit. Kiev residents, numerous guests and tourists of the capital of Soviet Ukraine come to this sacred place on the high cliffs of the Dnieper to worship the memory of those who gave their lives for the honor and prosperity of our Motherland.
